Foals of 2008 born in Kentucky, which are sired by a stallion, which stood in Kentucky, (or was owned by a Kentucky resident), are eligible to be nominated by December 1, 2008 with evidence it was foaled in Kentucky Evidence of foaling in KY can be a signed statement by the attending veterinarian at the time of foaling or a copy of the invoice for post foaling care by a veterinarian.
Foals of 2009 born in Kentucky, must be sired by an APHA Breeder’s Trust- enrolled stallion standing in Kentucky for the entire breeding season, and provide evidence of foaling in Kentucky.
Beginning with foals of 2009 all foals must be APHA Breeders Trust-enrolled and must meet the following requirements for Kentucky-Bred/Sired:
Mares must foal in Kentucky
Mares may be bred by any acceptable breeding method as described and recognized by the APHA registry handbook.
Rather than require the policing of residency, the preferred approach is to require that the stallions stand in Kentucky, and that mares are both bred and foal in Kentucky.
All owners, breeders and sire owners of KPHIF eligible horses must be members in good standing of KPHC, APHA, and their horses be in the APHA Breeders Trust (starting in 2008) before checks will be issued. It is not necessary for the owner of the stallion, the dam or the foal to be a resident of the state of Kentucky in order to participate in this Incentive Fund.
The person submitting the foal nomination to the Kentucky Paint Horse Club (KPHC) must also be a member of KPHC. If not already a member, they may submit their membership application at the time they submit their foal nomination form.
A copy of the APHA registration for each horse being nominated will be required.
All officially sanctioned APHA show events qualify.
The most current “Official handbook of Rules and Regulations” of the American Paint Horse Association (APHA) will serve as a guide for any and all aspects of the KPHIF.
Scoring and Point System
APHA will provide by March 1 each year, data for the previous program year, the number of APHA Open and Amateur points earned by Kentucky-Bred/Sired Paint Horse show horses, along with an itemized list of the horse’s name, points earned, owner, breeder and sire owner or nominator.
Funds will be dispersed based on the APHA show points award system. “Credits” are assigned for eligible Paint horses that show in a recognized Paint Alternative Competition (PAC) program (reining, cutting, dressage, etc.). Ten (10) PAC credits will be equivalent to one (1) APHA show point for the purposes of calculating funds to be awarded. No APHA youth point or 4-H youth PAC credits will be used in calculating dollar amounts per point.
KPHIF Open and Amateur point dollar values for a given year are determined by dividing the available total dollar amount by total points earned by all KPHIF-eligible Paint Horses.
The KPHIF payout per horse will be determined by multiplying the number of Open and Amateur points earned by each Kentucky-bred/horse by the value of each APHA Open and Amateur show point identified. (Value of PAC points to be calculated as described in #2, above).
The distribution of payouts to each horse will be as follows:
70% to listed owner of the KPHIF eligible horse recorded by APHA as of December 31st of the previous year.
15% to breeder of the KPHIF eligible horse
If eligible, 15% to owner of the sire or sire nominator of the KPHIF eligible horse at time of breeding.
If the sire did not stand the entire breeding season in Kentucky, the 15% sire owner or nominator allocation for that horse will be distributed among the eligible sires as a supplemental award in the same proportion as earned payouts. (Breeding season is defined as February 15 through July 15.)
KHRA will distribute award checks beginning in 2007 so long as all requirements have been met.
